The obvious complaint is that they were irresponsible in using flares in that area. I don't know anything about that area, so I can't judge if there was a good reason to fear fire.

The very same. The forest covers a big part of four counties and most of it has never been developed. It's all dense woods and bogs; very easy to get lost or lose something out there. Also, it's spooky as fuck if you're on route 73 or US 30 traveling through there to or from the shore in the middle of the night.

But are flares normally hot enough to start forest fires, don't they burn up first before hitting the ground? Or was it just a particularly hot and dry day?

The Barrens aren't a closed-canopy forest, so there's a thick tangle of underbrush on the forest floor that was apparently pretty dry. If the flare landed in a pile of leaves or some dried-out ground cover, it could have easily started a forest fire.

A decoy flare has to be hot enough to make a missile seeker like it more then jet exhaust, which ranges from about 550 degrees F to over 1,800 degrees F depending on speed and throttle setting. So yeah, they tend to be hot enough to set shit on fire… Anything worthy of the title flare is going to be hot enough really, even parachute illumination flares, which are the only other type the USAF might have been using. I’d be pretty sure it was a decoy flare though, since IIRC the fire started in daylight .

The flares do burn out quickly, but even a burnt out flare will still be hot enough to start a fire for a short period afterward, and if dropped from low altitude the flare isn’t going to burn out before it hits the ground. Fires from flares are by no means uncommon, they just usually don’t get this big since the Range Safety Officer is supposed to keep a lookout for them.

It still hasn’t actually been confirmed though that a flare was responsible, never rule out moronic arson or camping, but it is by far the most likely cause.
