Reverie, the world of the Transient Beings from Beyond the Blue Moon is a good possibility. The Transient Beings are ideas and dreams given shape; in their own domain "we are as strong as we believe ourselves to be". If they got free acress to Reality, "We're coming in force, to overthrow the upstart reason and crush the tyrant science. Logic and order, cause and effect, and all the other constraints on our freedom shall be swept aside, and the Wild Magic shall once again have dominion over every unfortunate living thing."

They were only destroyed using the Source, the original light God created when he said "Let there be light".

And to the topic, only using the real strengths of Baator: There are quite a few Faerunian empires that could at one point have resisted the Hells with the proviso that they're still engaged in the Blood War. Besides Netheril, Imaskar and ancient Mulhorand come to mind. Both constructed wards of sufficient power to bar greater gods from any access to Toril at all; in Imaskar's case blocking the Mulhorandi gods and in Mulhorand's case blocking the orc pantheon. This requires insanely powerful magic.
It's Rogue, not Rouge!

Well, things have certainly changed for Hell. Marvel's Asgard, Odin as All-Father and then with Rune Thor as All-Father (Odin is dead), vs the new Hell then? I assume they do much better.
