@Stark: On my misuse of the word 'outlier': Fine. I also realize the "maximum range" number is not a literal maximum range (beyond which the shot disappears), especially in space. I suspect it's the maximum range at which the shot has, say, 90% of its power.
I also note you haven't posited an alternate theory.

No, the 'maximum range' will be understood to have a specific meaning in context; naval officers will probably talk about the range at which they can expect to 'reliably' hit targets, or the range at which the weapon is effective against parity enemies, or whatever. There are a lot of unstated assumptions built into this kind of dialog. This is why explicit statements or examples are better than dialog.
And frankly SW is built around reasons starship combat is often very short ranged. It's like moaning about how in Gundam they fire giant lasers from the moon to the other side of the Earth system and yet have dogfights.
