Not at all unexpected. I well remember Dollar Bill Jefferson and his family all using his City Council connections to enrich their appliance rental business back in the 80s in New Orleans and I knew the cash in the fridge was going to get him fucked.

They all aren't, but it does speak volumes about the voters who'd send a man with $90k in marked bills in his freezer back to Congress. :P
"You say that it is your custom to burn widows. Very well. We also have a custom: when men burn a woman alive, we tie a rope around their necks and we hang them. Build your funeral pyre; beside it, my carpenters will build a gallows. You may follow your custom. And then we will follow ours."- General Sir Charles Napier

Not necessarily a Republican, if that's what you're thinking. They could have replaced him as the party's candidate for that district in the next election while he was still in office by holding a primary prior to the general election: That's how they got rid of Cynthia McKinney prior to the last mid-term, and why Joe Lieberman had to run as an independent.

If he was an incumbent, you have your answer. Most districts re-elect incumbents even if they are in jail as a murder suspect (which has happened) or even if dead.
