Having now copied the link, and realized that I was the one to direct you to that site in the first place.. The resemblance in the chest, shoulders and pistol muzzle is there, and while I believe it likely was inspired by Robocop, it's not much of a rip-off.
The legs, helmet and forearms look very different.

It's an exact ripoff from a Robocop promotion picture/ movie cover etc. Look at the gun. They didn't even bother to do their own work, they just copied a Robocop picture and chaned it a bit. Bodgy.

Ah come on. They grabbed Robocop 3; messed with a bit, shoved what's supposed to be a rifle in the other hand of the "imperial commando" even though the hand is in the exact same position as on the Robocop3 cover...
