No it isn't overruled by canon. Sure, Palpy may have not had anything personally against non-humans, but if he built an Empire based on a ruling class of humans, then he can't put non-humans into high positions in the military. Strictly speaking, Moff-Governor is a civil rank, not a military or naval one. It is rather like asking whether Governor Voinovich -- who was by Article III, section 10, of the Constitution of the State of Ohio, the "commander-in-chief of the military and naval forces of the state, except when they shall be called into the service of the United States" -- outranked GEN Schwarzkopf. In terms of protocol, yes; however, in terms of actual authority, the very question is silly.
However, considering the fact that most Moff-Governors also held the ranks of high admiral and surface marshal, one may conclude that the members of the Galactic Emperor's college of grand admirals did in fact outrank Moff-Governors in military and naval matters (obviously the grand admirals had no gubernatorial jurisdiction). The fact that GADM Tigellinus exchanged his flag for the Grand Moff-Government of the Core indicates that the two are broadly comparable in terms of prestige and influence.
The known functions and rôles of these three positions allows one to conjecture their most probable relative precedence, in terms of protocol. A Grand Moff-Governor most probably takes precedence before a grand admiral -- by comparison, a Governor of a State of the Union takes precedence before a uniformed head of service or a five-star commissioned officer, whether within or without the relevant State of the Union. I'd always considered that the Moffs were basically just high level military personnel who, upon approaching retirement age, were 'transferred' into government. Take Tarkin , for example.However, considering the fact that most Moff-Governors also held the ranks of high admiral and surface marshal
They would retain their army or navy ranks, though, never be referred to them, as being a 'Moff' would be a higher honour.

Hardly what I'd call a contradiction. Senator/Supreme Chancellor Palpatine certainly can't have an all human staff, it would be political suicide. As for Darth Maul, there are many possible explanations. Perhaps Palpy didn't turn rascist until later. Perhaps he was chosen because of his brutality. Most likely explanation is that he was recruited for the same reason Thrawn was. Extremely high force sensitivity, good physical prowess, a ruthelss individual...such is far from unlikely.It's stated that he must have been very good to be promoted to G. Of course, that's speculation. Regardless, there is no contradiction as per the rules of Canon. All non-human aides and Darth Maul can be explained very easily, and unless ROTJ-era Ermperor Palpatine were to come on-screen and honestly tell us he wasn't rascist, there's little question as to whether or not he is.
