Actually, I feel that it depends very much on the woman in question. Some women may look sexier in men's clothing and some may look sexier in the feminine style. In addition to the contour of her body, her personality also takes on a role in determining this.
And if you think she looks good in men's clothing, wait 'till you see her out of them.
And it also goes without saying that some women did something in their previous life to piss off the goddess of beauty, which could have been the real reason behind the burqua.

Men's dress shirts on women don't do anything for me, although an attractive woman in one is still attractive.
The hottest thing for me is a well-dressed woman in a tight black turtleneck or sweater. Pretty much any woman from slim body to slightly overweight goes up several factors of attractiveness for me while wearing one of those. Maybe I'm just weird

I tend to look at the upper body first. I can't really choose between the options, because I think they work in different ways at different times. As said before, the "girl in my shirt" is hottest post-coital.
