It's true throughout most of the Middle East and Mediterranean with the exception being Europe over the last few decades. Headscarves are still fairly common in parts of Eastern Europe. The main difference is degree, and the fact that headscarves are usually worn by older women in non-Muslim areas.
My theory:
Millenia ago, most of these societies practiced polygamy and/or female infanticide to a large enough degree that many a young male in search of a mate kidnapped the girls from neighboring tribes/cities/clans. The Bible, the Iliad and other ancient stories are filled with this kind of shit. The Vikings were big on abducting girls, too (and mostly for the same reasons). Now most thieves, given half a chance, prefer to steal the more expensive merchandise and people who regard women as property no doubt decided "If I'm going to snatch a girl from those people and risk getting killed by her kin... Fuck it, I'm getting a hottie!"
In this context, the idea of getting women and girls to cover up their looks makes sense in a demented sort of way. If some randy brutes from the valley over yonder should try to raid your village, they might be puzzled as to which females they want to grab. They might be confused enough ( or busy enough tearing off veils ) to buy time for the victims' friends and family to muster some kind of defense. Otherwise, they could just zero in on the hot chicks, grab them, and run.
