It's a "racist dog-whistle" because it is totally plausible on one level but functions on a different, highly-effective, "pitch" to racists. In this particular example, the casual conservative viewer sees a hand covering a mouth with a message of hostile suppression and thinks "This is a metaphor for my voice being silenced in Congress." The racist viewer sees a black hand covering a mouth under green eyes and freckles and thinks "OMFG they're sayin' vote Republican or the niggers are gonna be rapin' white girls!"

Ì really can´t bring myself to see a black mans hand. This hand looks like a white mans hand. The tone of the skin is only slightly darker than the tone of the womans skin.

Yes but one, you're not a racist shitbag and two, Obama is a lightly skinned black man by virtue of having a white mother. (Yes I know, I know.) This is racist dog whistle material, it only has to be dark enough to tickle the bigot switch in someone's mind.
