It's usually not the responsibility of the parent-company to edit a film. That responsibility is usually given to the director and producer, who then find a chief editor and some subordinates to go through a movie. In this case, it seems clear that Paramount told them to make a movie that was x minutes long. The editing staff then had to go through and cut out a bunch of film, but it is unclear how much this film affected the movie. Sometimes, when it looks like there's a lot of material left over in a film, it turns out that that material never would have added much to the finished film. In this case, from the leaked script, we missed out on a cameo by Wesley Crusher and one with Guinan. We missed a couple scenes of Picard and Data (by far the most serious cuts), and we missed a few scenes of B-4 talking in an incredibly annoying manner that bores everyone else on the ship (NTM the audience) to death. Doesn't look to me like we missed a whole lot.
