he oozed into the elevator, re-formed, chased the car, got blasted again by handgun and shotgun blasts (kept running after them)
dove onto the back of the car , slashed at john, took 3 more shotgun blasts, fell off the car
*now the car is travelling 90 mph, and not 30 like it was in the garage*

so he gets up, and couldn't catch it,

I was under the impression that he was yelling to A) Get the attention of the Agent, and B) Psych himself up for the fight.

If you re-watch that scene, you could see him strain himself, and make his hands into something a material artists would do before he did a great feet (ie break through the wall)

This is all moot, anyway, as the rules laid down assumes that the T-1000 comes into the Matrix with its normal, T2 capabilites and abilities. In that case the T-1000's slower hand-to-hand combat speed and weakness to being stunned by all kinds of shit kills his chances.

(the blasts in the hospital did not stun him as he was running forward)
Needs to be several in a row. (unless he gets it in the face)

NOT STUNNED :
1. handguns
2. a handful 5.56 rounds from the M16
(sarah shooting him from the truck, he did not crash the chopper when he was hit)

3. Steel pole down the side of him
4. headbutt from a t-800
5. smashed through concrete
6. falling off a speeding car
7. smashing his truck into the ground from a bridge

If morph did extremely well and managed to get into the car with Trinity, they might find the T-1000 chasing them on foot, and leap onto the back of their car. If that happened, they'd never get him off, they don' t have a 12 gauge handy.
