There was a certain difference of opinion wherein the Germans thought they could try and equal Britain while still being friends, and the British saw the equality and friendship as mutually exclusive. So the statement is in accordance to German policy as the Germans saw it, but not in accordance to German policy as seen by the English, hence its diplomatic failure. That it is a somewhat simplistic summary. Plus consider the time - it is right up next to the Naval scare, where British paranoia reached insane levels (comparable to the USA and Iraq's non-existent WMD) and the British actually thought the germans were building up to 12 dreadnoughts. Calling people "mad" was certainly not the way to go. Do you speak german? Because I can forward you one of my papers on the subject if you want to.
