Well you have me on the spelling at least. As for the problems before the Stargate program began active exploration the galaxy had a semblence of order, yes there were some acts like the enslavement and the bio-weapons of course, but right before the program began the galaxy flowed rather smoothly in a particular course, maybe not the best course, but a singular course; enter Earth the whole flow goes out of whack. The Goa'uld are overthrown to a extent and several higher up Goa'uld are killing severely upsetting the balance of power and create power vaccums that spark small scale wars and battles.
In regards to your comment on governing you said

Now you might have meant otherwise but I assumed that you meant people within the government under the Empire. If so then you have contradicted yourself.
If the Empire controls the government then the pleas to our allies would almost never make out of the system.
As for self-ruling, the officials chosen would be a generation or two after occupation and the people would be indoctrined by the Empire and no longer hold the values necessary to resist. Proganda can be a very powerful tool if used correctly.

That has rarely been the case though. Case in point the very disappearance fot the Soviet Union and the comunist blok even after decades of communist indoctrination. The only time that propaganda has worked as well as you suggest has been in North Korea and that's largely because both the previous leader and ther current one have played a lot on the essence of Korean culture to remain in power.

Regarding Earth making trouble. Sure it did but is not like theyt had a choice. Linke in any conflict you fight to win and do whatever might be necessary within reason to achieve it. My poit is it was either Earth getting involved or getting squashed like a bug by the Goa'uld.

Except the Imperial Government is not Communist is it?

As for Earth causing trouble, there is always a choice, that choice was to go through the stargate the first time.
