1) Threaten war if they don't give you what you want.
2) Send a special envoy to "negotiate" (which is to say, stall for time while you make ready to attack).
3) Bomb the shit out of them.
4) Expect the people you just sucker-punched in the balls to sue for peace.

That's right, the Japanese thought that bombing Pearl Harbor and wiping out US forces in the Philippines would make Uncle Sam agree to whatever terms Hirohito demanded. In fact, after the Japanese attacked and then declared war, no American in his right mind would dare suggest negotiation with the Japanese Empire.
