P.S. As for the terrorists in the Central Sea, there's Syndromia. It's still not too stable and elements might be slipping through the inter-national shipping or just by using their own motor vessels.

There is also the Mangka Republic. Though a MESS member and we're doing our best to clean it up, the corruption is so entrenched and wide-spread (and distrust of authority, especially foreign assisted officials) that we're pretty much trying to empty the ocean with buckets dealing with this.

If you could get past the officials, the Mangka Amphibious Reconnaissance Battalion and the Military Police could provide counter-terrorism. The ARB is mostly consisted of aborginines which do not abide to gangs (and had at least joined the CROSSHAIRS '08, so you big guns know what they can do). The Military Police I haven't fleshed out though.

Citing MESS treaties/laws would give us international pressure, after all, we're a small nation and the president is willing to give a push

Well, they're not immune to logistics. They have to move across the sea if they want to attack anyone, and they'll need factories and machine shops and powerplants to run their warmachine.

Even without nukes, an air campaign should be able to starve them.

but someone small (Lincolnians, Pezookia, Vanaheim) could do it since the're close.

Actually, I'd say for all taht we let them dwell so far, and then put either Vanas or Civil War Man to deal with them if they want an active play post
