My sister and I have been playing with different MTG editor programs, so lets show some of our attempts. My cards us a tardis as the expansion icon, while she uses the words DW as hers.
Edit - the Doctor's ability to take creatures from your hand or library reflects his ability to time travel and arrive at the proper place. There is an green card, with a similar ability - Elvish piper or something. The ability to bring a creature from the graveyard reflects his theoretical ability to alter history, and bring back the dead. We know from Doctor Who it is possible to alter history, but the Time Lords forbid it (except when they hypocritically do it), hence paying 2 life reflects this limitation.
The Doctor's ability to regenerate reflects the innate power of all Time Lords to regenerate.
The ability to bring the Doctor back from the dead reflects the ability to change history in Doctor Who, albeit with difficulty.
Quite humourous, in the vein of the unglued cards.
Edit : The Master's 2 UU ability reflects his powers to take command of creatures. Ok he can't affect computers, but I forgot that part, so I will just put it off as the Master reprograms them. This seems to be the same power as the control creature card.
Otherwise he has the same Time Lord abilities as the Doctor.
Edit - The sonic screwdriver with its ability to unlock doors is reflected in the unblockable ability it grants to creatures.
Its ability to melt metal is reflected in the ability to do direct damage
Its ability to repair and fix things is reflected in its ability to destroy artifacts and regenerate artifact creatures.
