No. According to Picard, his family, with that specific name, has been around for hundreds of years. Out of universe, Jean-Luc Picard is a tribute to Jaques Piccard.

Picard summed up his more memorable ancestors in Generations (one at Trafalgar, one who started a Martian colony). Jaques Piccard wasn't among them.
