Unfortunately, right now, it seems that downloading it can be problematic. It's nearly 500MB large and most sites that used to have it have cancelled it due to size constrants. If you can find it, it's well worth the time and patience to get it. It comes with a scenario editor and tools, something like 200 scenarios spanning WW2 on all fronts, campaign generator IIRC, with multiplayer support. It works on all versions of Windows.
