The Oceania Union would like to propose an alliance for the specific and sole purpose of preventing the trafficking in of intelligent beings. Any other nations wishto join us?

The New Roman Empire does not understand the aversion to slavery. Our slaves are well-treated and many earn their freedom. There are some rather unpleasant masters but laws are in place to prevent harsh cruelty to slaves. The slaveowners of the Empire have commited no atrocities save dispensing just punishment for rebellion; the more dangerous slave-occupations are filled exclusively with criminals. Slaves are not degraded and many integrate seamlessly into society once they have earned their freedom. Further, many freemen even willingly become slaves; the glory of the gladiator is like a siren call to many.

The Pan-Slavic Republic wholeheartedly supports any such endeavour. Before joining, however, we must request that the Oceania Union come forth with a brief list of articles for this alliance. How will it pursue its objective? What will be required of the signatories?

The practice of slavery is a stain on all nations as long as it exists. The Lost will, of course, interdict any convoys carrying slaves and free those such imprisoned.

The signatories would be required to:
  • Keep their own space clear of slavers, by any means necessary.
    Allow merchant marine flying their flag to be inspected by any other signatory.
    If necessary, use economic sanctions against slaver outlaw states.
Other articles would be decided upon by the initial signatories.

The PSR feels compelled to join this alliance, but it must also point out that it has recognized the Sol System as an neutral zone for warships and shipping, and cannot interdict ships moving through it, no matter how repugnant their purpose and cargo.

Besides this proviso, we accept this articles.

The Kokand Empire supports this treaty but cannot currently sign it on account of its second article. Allow merchant marine flying their flag to be inspected by any other signatory.

Our merchant shipping will submit to whatever inspections are required to enter the territory of another star nation. That is all.

The UPK already has strict laws against the keeping and moving of human cargo, but would prefer not to strain relations with the NRE, with whom we are beginning to have a fruitful trading relationsihp. We remain sympathetic to the virtues espoused by this treaty, but regretfully cannot sign it at this time.

It is a tradition stretching back to the founding of the City. If they do not wish to enter into servitude, they do not have to become gladiators.

Though we support the measure, the Monacoran Nation cannot sign the bill for various political reasons. Rest assured however that the Monacoran Customs agency, and the more local agencies have many laws outlawing slavery.

How about a modification that allows a signatory nation to inspect a merchant ship within its borders for slaves or other sentients in bondage if it had probable cause to believe they were being smuggled? If this modification was made, Her Serene Majesty's government would sign.

Seeing as many of the possible signatories see the second provision to be useless or worse, dangerous in that it allows potential harassment of merchant shipping, it will be stricken from the articles.
