[Discussion] The position of Proconsul.

I hereby propose that we look into the possibility of amending the Senate rules to provide for the election of a Senator by the Senate to serve as Proconsul when the Chancellor has been absent for an extended period of time and will continue to be so. The Proconsul would be elected during each absence, and serve with all the powers of the Chancellor for the duration of the absence. Also the Chancellor would have the power to specify Senators whom he believes ineligible for the position, who could then not be elected until the ineligibility was rescinded.

Does anyone else think this is a useful idea?

A secondary alternative would be simply requesting that the Emperor designate a proconsul from our ranks, which would obviate the need for a vote and also allow for shorter-term appointments.

Well I may be biased but I've also held the view since before the Whip was created. It was rather deliberately left vauge under what terms the whip would serve including things such as length of service and limits to powers. I actually sought to delineate them but the consensus was against more precise rules and to rather leave the Whip to aquire, essentially, all the administrative roles which whomever is filling the post wishes to take on which the admins don't want him or her to avoid.

I don't think the Whip should be given duties because I'm the whip but rather because the Whip, by neccessity, already has some of the tools for moderation without the actual powers of group moderator. That (in turn) could be a temporary grant of the Chancellor or Emperor upon the Chancellor's extended absence. I think its far better to leave it as an "as neccessarry" funciton of the whip than detailing specific sucession plans which really only count if Rob is away again for an extended period.

Proconsul status, i.e. running the Senate in the absence of the Chancellor, is delegated amongst the Administrators, or at least that's what I've been led to understand.

Given that we have ALWAYS handled it by admins and Rob himself requested that Mike or Rob to personally hold and handle until he gets back when he is absent, this is pointless.
