kind of self explanatory. For me, I had just had two characters killed trying to be heroic in a Rifts game, and I was sick of it, I wanted to be able to face down entire battle squads myself.
Started with the Oni R.C.C., Wilderness scout O.C.C, gave him superpowers(allowable by Rifts Conversion Book, not the worst munchkining I could have done, but still)
Things started out when I rolled a natural 18 for P.P. Oni get a bonus of +10 on top of that, so I asked the G.M. for clarification on whether or not I got an extra roll as a result, cheerfully expecting to be denied. He, for whatever crack-addled reason, said sure. Rolled a six on bonus die, starting P.P. 34(for those unfamiliar with rifts, mortal max physical prowess is supposed to cap at thirty). Score decent strength(non-supernatural) and Endurance(also non-supernatural to start with.
Then got super-powers:
Enhanced P.P.(bonus to prowess, dodge rolls, gives auto-dodge, extra attack)
Enhanced P.E.(bonus to Endurance, made me Mega-Damage)
Wingless Flight(mobility, extra attack, bonuses while flying, ridiculous damage bonus if done right)
Energy Absorption(total immunity to energy damage, the ability to drain energy batteries, glow like a light bulb, short out systems, and do a low M.D. area attack)
Alter Metabolism(because it looked interesting, and I didn't want to appear to blatantly munchkin, gives all sorts of temporary bonuses, mostly I used it for extra attacks and to avoid the need for sleep, also gave minor stat bonuses)
Starting dodge bonus with all of that and skills was in the low twenties, along with parry(strike was only about a +15) starting Attacks? 7 normally, +3 from alter metabolism, +2 if I was in power armor +1 later on when
I picked up sharpshooter for a couple of my later skill slots, +1 when I finally got to 4th level. Starting M.D.C. was about 500.
In retrospect, would have chosen the Oni Ninja or Godling R.C.C., for the stackable uberness, or at least gone with the Vagabond O.C.C. for the extra minor power, and blown half of my skills to upgrade a minor to a major. If I was trying to uber-munchkin, I also would probably have taken something other than Alter Metabolism, but I have to say that power turned out pretty well. Random determination would have screwed me completely, whenever I roll randomly, I always seem to get clock manipulation and underwater abilities, with Holographioc memory projection half the time.
Most obnoxious character?

Well, this guy had an obnoxious character, but only because he was an obnoxious player. As for the details, let's just leave it at the fact that he raped a (animated) skeleton.
Another one, one of my players created a drow ranger, managed to get ahold of some slightly overpowered equipment, and became rather annoying. Thankfully, he was stupid enough to go and raid a young adult black dragon's lair. Its funny when people underestimate dragons. Squish.

Ok, the Steven King meets Stormbringer rules rape character I had in Call of Cthutlu. Using the Rogue Mistress rules, I created a Champion of Law, whose weapons of Law were a pair of 6 shooters.....
Ok, I am now immortal, never fail sanity checks, and run around with a pair of Colt revolvers that never do less then maximum damage, and always kill anything of the mythos I hit. <Yup, I'm the Saint of Killers> worse yet, because of the conversion rules between Caosium and White Wolf, he's still a legal character..... <Shudder>, erm need any Wyrm Minions or mages killed?
Minor edit, after bonuses of law and skills are factored in I have a 230% chance to hit.

On another note there was "Thrak the Ogre" who wasn't an actual Ogre. I rolled 00 on the Arduin fighter origin chart and got "Runt" Ogre or Gaint kin. I then rolled 95 on the Gaintkin chart, resulting in a character that was Half Firegaint / Half BALROG ?!?, Well I was just a big dumb "Softie" whose best friend was a Drow Mage....
This pair got along nicely until some racist humans started harrassing us. "Resulting in such classics lines as "Thrak, show them who you play with fire." <Paladin looks up an sees the "Ogre" is holding a huge flaming Maul, and wondering why he didn't get bonuses against me. (I wasn't evil)>
BTW the reason everyone thought I was an "Ogre" is really quite simple, I had Shapeshift (Ogre was the smallest size I could be), and create weapons of fire as "Innate" abilities.
