The US was the main customer of Iraqi oil before this war, accounting for 49% of Iraqi oil exports.

I think what he's trying to point out is that the Russian government is just as hypocritical. Not sure, though.

It says the warranty expires in June '94, not that it's "best before" then. Things are still good after their warranty expires, it's just that you can no longer blame the manufacturer for any problems with them.

While that's major chunk of their exports it was not that much in terms of American imports.

GPS jammers are as easy to make as pie. Furthermore, I doubt that the Russian government would get involved directly in such a small fry item. If there were brand spanking new BMPs in Iraq, then I'd say there was a problem with sanction breaking.

For some perspective, how many military secrets did US defense contractors sell off to China during the 1990s? Does that mean the US government was involved? Of course not- in some cases, they were prosecuted (what became of that, anyway?)
