Is Deanna Troi a doctor?
Her duties as Ship's Counsellor seems to be a position requiring training in Psychology/Psychiatry, though Guinan expressed some interest in taking on the job if Troi left.
Also, she told Picard that Tam Elbrun...the Betazoid with his telepathy "turned on" at birth was once her patient.

When she wears a proper uniform she's in teal, the same as Crusher. Doesn't mean she's a doctor, but does mean she's a medical officer (could be a nurse, dentist, etc. if you look at it the way the Navy does).
It's also possible that in the Federation's time, the degrees simply work differently. I've heard the term 'counselor' used to refer to psychological professionals other than Troi. Maybe there's a 'counseling' degree. Or maybe they have doctorates but nobody calls them 'doctor.'

Psychiatrists/psychologists/councillers usually call the people who they're treating "patients"
What worries me is that she's openingly telling people who she's treating.. thats a good way to get into lots of trouble from the psychology board...

One would think so, but who knows what the credentials are like on Betazed? Certainly with a human father and Starfleet, Troi would be exposed to human standards. Perhaps her betazoid training and empath powers were somehow equivalent to a degree or certification or something....just not "Dr."
Since Trek in the 24th century is so pussified, maybe the psychology profession stopped calling themselves "Doctors" because people were afraid of going to see a "Doctor." Doctors make you hurt and stick needles in you and bleed, but Counselors wash away your tears and soothe your pain. More PC lingo. Plausible if you ask me.
