General Order 4

I caught one of TOS eps and during the course of it they said that the death penalty could only be used for General Order 4. What is that? Treason?

general order 4 was going to talos 4 or something like that. the planet with the aliens that have the power to alter reality (from ToS the cage, and menagerie). at least i think that's what it's referring to.

That's General Order 7. General Order 4 is unspecified but presumably refers to the crime of mutiny or treason.
