The Neutral Zone

Starfleet and other UFP citizens cannot enter the zone without causing an international incident with the Romulans. Conversly, the Roms also can't enter the Zone.
What about a Independant/Neutral nation like the Ferengi Alliance...are they forbidden to enter the neutral zone?
Are there any civilizations located within the Zone? An ancient Iconian Gateway planet was in there.

There were Federation colonies in the Cardassian neutral zone.
I think the regulations with neutral zones only apply to those involved.

No, the Ferengi Alliance traded with the Romulans. There may be other races in the zone but are they spacefaring? Probably not...

Usually, neutral zones are set up so as to prevent military ships from entering, or to forbid warships from entering. In the Kobayashi Maru scenario, there was a UFP ship in the Klingon Neutral Zone, but that did not start the shooting--that was reserved for after the simulated ship entered the Neutral Zone.

A centuries old treaty, only the Earth civ and her allies (proto Federation) and the RSE were signatories to that treaty.

Why would they? They're neutral, independent nations. They weren't original signatories to the original treaty. Hell, SOMEONE has to be able to get Romulan ale from over the border and into McCoy's liquor cabinet.

The Iconians are a dead civ. The neutral zone isn't that big, it's approximately one light year in volume. Some starsystems could conceivably fit into that, including the iconian one and something else in "The Defector" that allowed a strike range into vulnerable Federation colonies/sectors.

There never was a Cardassian neutral zone. It was called the Demilitarised Zone. And those Federation colonies became isolated from Federation protection simply because they didn't want to move. This is a contentious debate, with some people thinking they (the colonies) were selfish while others think the Federation was negligent in it's duties.

I worded it wrong. Spock said the neutral zone separating Federation and RSE territory is one light year across, but since space isn't a 2d map that must mean the zone extends 'up' and 'down' does it not?
Basically there's supposed to be a 1 light year buffer zone between the two territories. But it's not an 'area' of space, it should be a 'volume' because area refers to 2d surfaces, right? And volume is supposed to refer to 3d space, right?
Look if I'm wrong it's because I'm getting confused. What I'm trying to say is the NZ is stated as being 1 light year across. Hence, why I said it isn't that 'big' when compared to the rest of the Federation or RSE territory.

A volume of one light year is like saying a volume of one mile. It makes no sense because one does not measure a 3-D thing with a 1-D unit.
And, of course, a cubic light year would be trivially small.

The Sixth Lost Era book,
Catalyst of Sorrows focuses on that in part. The worlds located in the RNZ are not happy at all; they blame both the Feds and Romulans for any and all of their troubles and would not nothing better than to see the RNZ come down.
