for the Borg Queen
SHODAN:
Merits: very clever AI
Flaws: freakin nuts, tends to get beat by lone cyborg hackers, She's a program not a borg avatar...
Bill Gates:
Merits: often compared to the borg
Flaws: Microsoft products are POS, doesn't even rule the microsoft empire anymore, Linux
Kerrigan:
Merits: already controls sizable Zerg forces, could be of use against S8472
Flaws: not a team player, Freakin nuts, tends to over complicate plans
so which would be scarier to have as the head of the borg?

I wasn't quite sure, this was the idea of everyone else in the ST universe add one new leader since Janeway and Data have offed the current one...

Probable Bill Gates.
Not all MS products are POS. Being worth ~$50 billion US, I think he is allowed to appoint himself a research job

(As far as I'm aware, he still owns a majority of MS shares)
If nothing else, he has experience with running a large organisation highly aggressively and generally in an intelligent manor.
And Linux is only big in the server/imbedded market. Not the desktop or the office market. Which are the 2 biggest cash cows for Microsoft.

Being a nutjob doesn't seem so much of a flaw as a job requirement.

Me in charge of the Borg.
Failing that, Bill Gates

I'd say Kerrigan, she's actually successful.

i'd like to think that the Borg are an example of what happens when a company like microsoft expands to a worldwide basis, and then becomes its uncontested leader. Perhaps this is where the Borg originally got their strategies from? or how they originated?

Kerrigan would be the best choice for this.

Kerrigan, easily. She survived Tassadar (though the crafty devil actually tricked her), Raynor and Fenix (killing the latter but she had manipulated both), Arcturus (though he escaped and promised vengeance - good for him, he's got no fucking armies and fleets left), and Artanis, the Dipshit. She went to work on DuGalle and his pansy-ass, manipulating him into killing his best mate (the fucking moron believed a Confederate's word over his own experienced friend - he deserved to get buttfucked, and the chickenshit blew his brains out instead of facing the music), and dealt a demoralising blow to Zeratul (the coolest character in the GAME).
What did BG do? Create windows. Boohoo. So my computer needs to spontaneously reboot itself; at least it hasn't tried to kill me, or infest me.
(admittedly I don't know who SHODAN is, so I can't comment on it's powers)

In Gates' favour, his business strategies are ideal for a hegemonising or evangelising swarm.

But with Kerrigan, the Borg will drown the Alpha Quadrant with their incalculable Zerg moisture!

Nah, if the Borg was run like Microsoft is/was, the Federation would have been assimulated centuries ago. Along with the rest of the galaxy.

Very true. Microsoft historically has been very quick on their feet changing direction. From attitude the Internet isnt going anywere, to being the dominating Web browser in 5 years and pushing all manor of web technologies. Microsoft is no were near the tactical ineptness of the Borg, not even close.
Some how they have even 'embraced & extended' standards they created(I'm not kidding!).
I wonder what the Borg would be like if they were run as a business specializing in cybernetics? With the type of tactical plan Microsoft has employed.

Indeed, Gates has a lot of flaws, but he is highly intelligent and skilled businessman, admirable qualities. If he'd been in charge of the borg, they'd be far more successful.

Hell with any of them they might learn to run and swarm and not slowly plod forward.
I say barring armies aside(because then why not pick Kerrigan she'll comes with one...the others are just planners at best). I'd say Gates with SHODAN a close second.
Gates has learned to give that nice friendly look while ass-raping one.

since the question was which one would be the _scariest_, SHODAN wins easily. man, I'd hate to be a Federation citizen knowing she has an army of cyborgs somewhere, plotting and scheming ... or a citizen of any other Trek government, for that matter.
now the Borg, they're basically just machines, out to perform a function ... SHODAN, on the other hand, is plain evil. in addition to being the single meanest bitch in the universe, she has also demonstrated intelligence far in excess of the other two options and the Borg Queen put together. face it: stealing code from competitors pales in comparison to engineering an entire psionic alien ecosystem from scratch as an afternoon hobby.
with Borg resources, she would be unstoppable.

Definetely SHODAN.
People here obviously haven't played System Shock games.

I'm not sure. Last time SHODAN tried to control an assimilating, hive-minded species, they tried to kill her. And that was a species that she created. Putting her in charge of the Borg might just cause the whole Collective to self-destruct.

I daresay SHODAN's smarter, but Kerrigan's the only one of the bunch with any experience running a successful hive-minded inter-stellar empire.
