Romulan Ranks in TNG?

The other day I was watching a TNG episode where Riker was abducted by a little boy who wants a father. He creates an alternate federation for Riker in which they make peace with the Romulans, well Riker sees through the shrade of the Romulans (which is still really the little boy), when he meets the little boy in his fantasy they try and escape a Romulan base and the boy called Tomilak an Ambassador. Riker quickly corrects him and says that Tomilak is a Romulan Captain. Well I was under the belief that the Romuland did not use Captain, just Commander. Can anybody explain why Riker said Captain and not Commander, one would think that he would know the Romulan ranks, or at least a little.

For purposes of ease, he probably just simplified it for the boy.

It seemed that he was pretty mad at the kid so I do not think that he would have cared to simplify it for him. When he said it, he was pretty heated.

Maybe he always just keeps it like that in his head, if you follow me. Easier to think of him as a captain.
