Messed up worlds/lost colonies

Was there ever a single independant world government or lost human colony in TNG that wasn't ROYALLY fucked up in some way or another?
I mean, just look at the examples of messed up planets from TNG I thought up off the top of my head.
-The Zalconians killed people who were undergoing some gentic change.
-The lost colony where Tasha's sister or whoever it was had degenerated into two terrorist factions duking it out for control.
-Cessprit featured a huge cold war between the cess and the prit.
-One world applying for Fed membership had imprisoned their soldiers who'd been gentically altered to be killing machines.
-One world made everybody kill themselves when they turned 60.
-The planet with the hot blond people would kill you if you stepped on the grass at the wrong time and place.
-Of two lost human colonies, one procreated with clones and another went back to the dark ages.

I mean, the list goes on and on. I just can't come up with any world government outside the major powers that didn't have some major problem. Were any of them normal?

Well if there ever was a planet that was not f'd up in TNG, then they would have no story line to make a series. But the series was not that good so good planet bad planet it would make no difference.
But ya, there was never a good planet that had no dark secret.

I know that a good planet naturally couldn't serve as a plot device, but it's still ridiculous. "Join the Federation or fall into chaos like everybody else!" Might as well be the Fed's recruiting slogan.

That is their recruiting motto. The Federation advertises itself as being free from the chaos consumed the Galaxy.

This is because of the 'treat planets as if they were cities' mentality in SF.

The only time I saw an example of disadents merely uping and leaving was in Time Enough For Love. Otherwise colonists never decide 'fuck it, let's move to another continent'.

Take earth flora, fauna and geology for example. Some places are not pleasant to live. The only reason you find people there is because there is nowhere else to go and/or there's some other reason. Also there are very few sites which are the sole resevoir for any mineral. Why should other planets and substances be different?

Want to follow your cult leader, pop philosophy or are the local government arseholes? Move!

There were probably plenty. The thing is we just don't see them because what would the point in that be?

Picard: "This is the Enterprise to Lost Colony Yah-Dah-Yah-Dah-Yah-Dah, over?"

Random Colonist: "Hola."

Picard: "How are you? All messed up and dying or hiding some deep dark secret?"

Random Colonist: "No, all normal."

Picard: "You sure?"

Random Colonist: "Yeah, I am."

<close dramatic focus!>

Troi: "He is telling the truth. And had a bean burrito for lunch and is a little gassy."

<Cut back to Picard>

Picard: "Damn. Ummm, some one send down the supplies."
