Picard and 28 First-Contacts

In Nemesis, Picard states at the reception for the Troi/Riker wedding that he's represented the Federation in first contact with 28 alien species. Can anyone guess which ones he's talking about?

I can personalyl think of Q and the Borg off the top of my head.

Maybe he meant it as in FC with races who reach warp technology. :?

There were a number of one-episode wonders that Picard made contact with - y'know the ones, they're super-powerful but live on only one planet in one system. The Cytherians are an example, as are those paranoid aliens living in the nebula who give amnesia to the crew (and Picard, being a dumbbell in this episode, agrees), and the guys who cloaked their own planet and wanted to kidnap children ("When the bough breaks" - geez, the ST universe is populated by nice people isn't it?). There's also the Tamarians ("Darmok") while not being the first contact, it was certainly the first time both sides communicated and understood what the other guy was saying.

Exactly. In theory the Prime Directive forbids contact with primitive species but for vairous reasons the Federation did make contact with many primitive species.

Picard was simply talking about his diplomatic duties, probably in regards to races that applied for Federation membership.

If I am not mistaken, he was the first Starfleet officer to make First Contact with the Ferengi.

Pretty impressive for a species that travelled at supralight speeds, but didn't know how to make supralight sensors! :roll:
