And I don't think this offer/threat she made to Picard was really that. I don't think she planned on abusing him in any way (well, actually she did plan on taking him against his will) she just was infatuated with him

why bother taking her offer at all? a holodeck can perform the same function. she was just using holographic projections anyways. if it was a founder though. . . .maybe.

There is something to be said for the real thing. While her ability to alter her form is illusory, there's still a real person under it. It's the best of both worlds, you could say. Also, even without that ability, she is an attractive woman without any technological assistance.
