Been reading some of the Trek lost era books, this one in particular involved the Enterprise B.

Near the end of the book a romulan warship loses it singularity containment while at warp. A quantom singularity got dumped into subspace going warp 9, the resulting shockwave devastated 'trillions of trillons of cubic kilometers of space' The entire area was left as a mess of normal and subspace, rendering warp travel and probably sublight impossable in the entire area.

I wonder if this would make an effective weapon, as a scorced earth weapon, or mabey even as a first strike if you could sneak it into an otherwise heavily defended area.

unless it was something they could repeat it wouldn't be a very effective weapon. and i doubt anyone would want to create a weapon that would completely illiminate their ability to travel at warp velocity to the worlds they'd want to take over. unless of course it was simply a last resort weapon to eliminate the ability of their enemy to travel at warp under desperate circumstances.

Maybe. In "Contagion" a Romulan Warbird almost lost it's singularity based power core. Picard was genuinly worried that if the Warbird blew up it would take the Enterprise with it. He actualy ordered to warp out of the area. This would indicate a detonating quantum singularity is very dangerous thing. A Warbird might be able to cause tremdous damage by self destructing.
