Pulse phasers vs Pulse disruptors

The Klingons developed pulse disruptors long before the Federation pulse phasers. Does this mean Klingons have superior energy weapon technology ?

Also how does pulse disruptors compare against pulse phasers.

Pulse Disrupters appear to have less refire than compared to pulse phasers. Pulse phasers appear to be more damaging to armor while pulse disrupters seem to cause more shield damage. This is easily explained because Pulse Phasers were designed to penetrate borg shields and damage the cube itself.

The Vorcha in Bridge Commander has pulse disruptors besides the primary disruptor beam. Was it ever seen firing pulse disruptors ? I think not.

That was in DS9. But the TNG Vorchas only had beams. Is it possible that Vorchas were refitted with pulse disruptors during the Dominion War ?
