It's simply the inherent quality and production quality of Japanese studios. They don't use the same kind of bugeting or equipment most companies in North American and the like chose to operate with. I'm not entirely sure why they bother, other than it simply being cheap (more might be considered a waste, I guess). They've said so themselves that while Anime is generally A-movie quality (though they do use very small bugets as well, but they're more effienctly run), their live-action film industry has always been pretty much a B-movie level field. Ever notice how all the godzilla films look old, even the ones made after Godzilla 1984? Godzillla vs Destroyah was done in '95, and it sill has an early '80s feel and grade of quality to it. The live-action Zeiram film was also pretty cheap.
