General Order 15

No officer of flag rank may travel into a potentially hazardous area without suitable armed escort.

I watched The Wrath of Khan today, in it Kirk said like "There is no such order." Now, does mean that General Order 15 does not exist or relates to something different?

Doesn't exist. Kirk would have been violating it throughout his entire career...

Captain is a flag rank?

I think the lowest flag officer in Starfleet is Commodore... I'm pretty sure there's mention of this in TOS "The Deadly Years".

Oh, my bad. I forgot he was an admiral...

Or, Kirk was lying.

Humour. It is a difficult concept.

No, that was simply Kirk being Kirk. Don't take everything so literally.

Ah... As Saavik observed: "Humour. It is a difficult concept."

It seemed to me merely Saavik's way of reminding Kirk to be more careful or he will end up getting caught with his pants down again.

Or a single ensign with a phaser-pistol and in a red shirt is viewed as a properly armed escort.

Since the station didn't have a big complement, it might have been enough. Since McCoy would worry about life signs, and Kirk would handle tactics for the team, Saavik could play gun bunny full-time during the mission...

Does this mean that a flag officer may not come aboard a Galaxy-class starship without suitable armed escort?

I thought that was just Saavik's way of asking to go along on the mission without really asking for it..... (ie she just made it up) :?
