Okay, Star Trek TNG has had some reoccuring villians, which is your favorite, and by that I mean individuals.
Examples:
Lore
Duras Sisters
Admiral Sela
Q
Name any you like

The Borg. "Best of Both Worlds" was a fantastic follow-up to "Q Who".

Well i say those who appear often...the Borg and Q

I said individuals, not Romulans, Borg, Tholians, Pakleds, but reoccuring villain individuals.

Well then Q....Sela showed her face twice i think and the Duras sisters about the same and Lore showed is face three times.

Lore was cool...Always loved Lore.
But Q was the best.

Q isn't really a villain (wiping out all life in the galaxy notwithstanding) so I would agree that the Borg reign supreme.

I thought FaxModem1 made it clear that the Borg weren't contenders here?
As for my choice, I choose Q. He's petulant and childish, but the near-omnipotent ability to do nearly anything with a clever gesture (snap or twirl fingers, wave hand, etc) registers as being moderately enjoyable in my book.
Ummm...when did Q wipe out all life in the galaxy?

All Good Things, unless you prescribe to the theory that it was just a dream.
And the Borg is an individual, since its one big consciousness but I was just giving my opinion and not pressing the point.

I always liked Lore. Though the problem with reoccuring TNG villians is they were never around very often. Sela was involved three times (actualy five since she was in two seperate double episodes), Lore was also just three times (only really showed up in the second episode of Descent). The Borg had three episodes (I Borg doesn't count). Q wasn't a Villian so much as a pain in the ass that would not go away. Q of all of them showed up the most frequently and was generaly well done.

They do however use the multiple person pronoun "we."

It could just be the royal 'we.' I mean, when one's body is composed of untold billions of assimilated lifeforms, one would tend to get a pretty lofty image of oneself.

But didn't Picard actually cause the time rift that ended human life in the universe. Sure Q may have placed him in that position but it was Picard that 'pulled the trigger' so to speak.
And my vote goes for Q. I despised this character with a passion in the beginning even more so than Wesley. Something about him irked me, but as I've grown older Q has grown on me and become an incredibly inetresting and funny character.

Q. How cab anyone not like Q. He is cocky arrogant and condesending. But anyone of us would be the same when every time he appears Picard does nothing but ask dumb questions.
Q - Your Existance is gonna end
Picard - What do you mean?
HELLO
the smarter answer would be how? followed by how can i stop this. Hell if i was a Q i'd have ended it myself a long time ago.

Commander Tomalak and Tasha Yar's daughter from the past. (what was her name again, I forgot?). These two led the Romulan side in my personal favorite UFP vs. RSE clashes. "The Defector" for Tomalak, can't remember the name of the episode where Yar's daughter led. It was the one where Picard set up a blockade to keep Romulan supplies from getting to the Duross sisters in the Klingon civil war.

Her actual rank is Commander. IIRC, the "Admiral" came from the game "Star Trek: Armada", unless she received a promotion in an episode that I missed?

She was Commander Sela.
Oh, yeah, and the name of the episode was "Redemption", I'm not sure if it was part one or two.

Sela was Tomalak's daughter?
I thought her father was never named.
