With a barren, totally undeveloped system, you would either need all three of the displayed plants (to gather materials, create parts from the materials, and assemble the parts into structures) or a massive Orbital Seed facility. A facility of that type is towed into the system and then begins autonomously converting rock and dust into spaceships and skyscrapers. We do not currently have any of those available, but we could construct one for you if you wish.

Stars glistened al around them, the planet Ceta 6 in the background....It was on her moon that a major pirate base was located, that moon which was to be reduced to nothingness.
Laser fire lanceed out toward the ships in orbit, as the pirates desperatly tried to scramble fighters, and get their light capitals out of their docks.
The Dreadnaughts i orbit bdded their time...then, a salvo was fired... The shielded dome around the habitable base was no more, as gigatons of energy overwhelmed the shields.
"Thisss is what you get for preyng on our shipping lanesss...pirate sssscum...Ah it looks like we have company...." Said Admiral Sevoth Commander of the Dreadnaught fleet. " All hands to battlestations, incomming ships"
Red warning lights turned on, and warning claxons chimed in. The Fel' Theth crews swung from bar to ber, to get to gunnery stations, and damage control nodes. Airtight blast doors slammed shut all over the ships.
"Incoming fighters!"
"Defense grid online"
"Fire"
The defense grid opened up. Hundreds of tiny laser cannons, their beams arcing across the void, lighting up space...They cut through the sub-standard pirate fighters like a hot knife through butter, slicing hulls apart...

Attention: All star nations
From: The Federation of the Shadow Department of Law and Order
In accordance with new legislation, all non citizenry not in possession of a permanent residence card visiting worlds or space installations of the Federation of the Shadow for periods greater then twelve standard hours will now be subject to tracking via implanted transceiver. All beings currently on planets of installations now have 96 hours to report to a local police station for implantation. Upon departure implants may be removed by authorized Federation government employees. Failure for existing visitors to report is punishable by five years hard labor, failure for new arrivals is punishable by twenty five years hard labor, tampering with or unauthorized removal of a transceiver is punishable by death. While you may find some leniency among our judges for what can be proven to be a mistake, do not doubt that these punishments will be inflicted on offenders.

I will be going on vacation for the next month, till august 3.
I would ask that everyone leave my nation alone until I return, with the exception of those to whom I am bound by a limited military alliance- the Draconis Republic and the Caliphate. If either nation is attacked, my forces are theirs to put under complete control- but if they initiate hostilities, then my forces will remain out of it.
If the DR and the Caliphate come to blows, or end up on opposite sides of a war, my forces are to be made neutral.

You really should if it's going to be for that length, and with few significant military alliances its not going to hurt your allies. As far as the galaxy will be concerned the jump points into your system don't work

Your existing diplomatic ID's are sufficient. The ID process for new personal for you embassy will remain the same with an application submitted through the Department of Law and Order.

A joint effort of local KAK and UCI teams has apprehended one of last week's assassins. He is currently in custody and presumably being interrogated, though KAK officials have not commented further. The Kremlin Security Division Head has issued a system-wide warning that at least two other assassins may still be at large. The earlier rumors of the apprehension of one of the murderers has been squashed by an executive ban on any such discussion, and all interstellar space ports have been locked down. All ships coming from out-of-system are required to remain in quarantine until the crisis is resolved with the exception of critical supplies.

The technology is freely available for export. Each locator is able to store and broadcast location, identification and other data. However the injectabul transmitter developed for our prison system and now being utilized to track foreigners may not meet your demands. Its range and transmission speed are sufficient to track upon one world, however if you wish to track these heretics beyond your own systems its effectiveness will be highly limited. This limitation can be partly overcome by positioning ships in forward locations, or perhaps adding suitable antenna to your embassies.
A larger more powerful tracker requiring surgery is also available but also is unlikely to work outside of your local space without large time lags. Its primary advantage is the multi year battery life.

Please note then in all previous Hive broadcasts our starmaps have been using the 1.1 elevation standard, from now on we will be using the new 1.2 standard. The Hive elevation scale ranges from 0-6 rather then 1-7.
(ooc- 1-7 was easier to remember when making it, but 0-6 makes more sense, and allows the grid to expand below the lower elevation, also I noticed Thirdfain referring to a star cluster on the map, in future please ignore the stars as they are thousands of LY away in the background. Even if they weren't it would be impossible to determine their position as they could be at any elevation on that line of grid refferences. So please ignore the stars, they are there to look pretty.)

The primary use would simply be to prevent them from re-entering our worlds so a single world tracking device would be sufficient.
How ever would like to acquire both. Could we arrange for some of your people to show our doctors and law enforcement personel how to utilize this technology?

We would like to import improved automation as our economy is rather manpower intensive at this point and we would like to become competitive. Naturally we would exempt them from import tariffs.
In return we can promise you manufactured goods at cost and agricultural products. Unless there is something you would be more interested in?
