The more I think about Nemesis and what could have been done thanks to established plots with Romulans, the more I cringe at what was created.
Imagine a miniseries. Something that combines TNG using Picard, Data, Sela, and Spock (they were definately important elements for the Romulans) along with the likes of Tomalak (or however you spell his name). Then DS9 elements like Section 31, more on the Tal-Shiar. And what could really kick things off. The Starfleet plot to bring the Romulans into the war.
After rewatching "In the pale moonlight", I've come to realize that much of what Sisko did was starfleet approved. They didn't know Garrak's plan, but after it happened they damned well knew. Imagine if the Romulans discovered years later that Starfleet sanctioned the assasination of one of their senators in a plot to trick them into the war.
