You are aware there's a two-part(!) Voyager episode where the standard holograms Janeway sold the Hirogen excersise their free will by revolting against the Hirogen and claiming their freedom, after the Hirogen altered them to not forget everything after they were hunted to death, the holos learnt what they were, and how to defeat their masters, aren't you?

False. They were not standard. The standards were to easy to hunt. The Hirognes themselves uopgraded them to make them more challenging which then resutling in them forming sentience.

Wrong. As I have already said, the modification consisted of letting them remember being hunted before. They didn't make the holograms above federation standard at all.
