The reason why Starfleet quantum torpedoes need special launchers is because Starfleet doesn't want people like the Maquis, Bajorans, Klingons, etc, getting their hands on some of the most powerful torpedoes there are. Look @ it this way: would you like it if a Klingon BOP took out a Soveregn class starship just because it had quantum torpedoes?
