That's not a dress uniform our man is wearing. That's a regular duty uniform, and in the scene where he's wearing it, the ship IS in a crisis--they were securing the saucer section for separation at warp.

From a safety standpoint anything that has exposed skin to that extent would be a no-no for a ship on deployment.


I still like the short sleeved shirt it just wouldn't be a practical shipboard uniform item.
