Are the Q good or bad?

I don't believe he ever actually intended that. I think of it in the way military basic training instructors motivate their troops. "You get that bed made or I'll staple your nuts to the wall!"

Obviously, having an all powerful god breathing down your neck would get even the most complacent people motivated and out of their comfort zone. Like the Federation.

What proof is there is that Q ever intended to stop it?

I remember an episode where Q gets mortal and some sentient gasious lifeforms want to get revenge for the harm he has done to them. God knows how many species he has fucked over :)

The Q are not all one or the other. They are individuals, like anyone else. On one hand, many Q might be considered evil, because the temptation to abuse their limitless, or nigh-limitless power over life, death and time in this universe and maybe others would be incredibly hard for even a god to resist. On the other hand, there is little evidence that most Q exercise their unfathomable power, or that they do it in an obvious, open manner. It could be that the Q's boredom in the face of all that power is because they live by a moral code requiring them never to interfere with the universe or lesser beings. This one Q is clearly a renegade, and what he does seems pretty minor when compared to the entire universe. It is also possible that they possess a degree of power and understanding that places them beyond conventional morality, but that really sounds like a massive rationalization.
