The Excelsior refit supposedly had some major upgrades including quantum torpedo launchers.

Yes, but those can obviously be retrofitted in place of photon torpedo launchers. And isn't there a type of launcher that can use both?

If we go by Voyger regular photon torpedo launchrs can fire Quantums but they need to be modified. So it is likely that they modified the Lakotas torpedo launchers.
