Why no fleet battles in Voyger ?

Yes but once the war started no one forgot about it. We saw several episodes with big battles.

Having something there is not a requirement to just come in shooting.
To engage a Romulan Warbird you have to find one first. And that is not easy since Warbirds often stay cloaked.

Fleet battles in Voyager would have only presented yet another opportunity for B&B to horribly fuck something up.

Actually the DS9 fleet battles showed just how lazy they could get.

Because there weren't any war story arcs and it probably would have been somewhat cost prohibitive back then.

Cost is the main one. Look at the few scenes when they did fight. Ships tended to be static, with only a few phaser shots being shown.

Even in DS9, the battle of Wolf 359 (one of the largest battles seen at the time), was very basic.
