To engage a Romulan Warbird you have to find one first. And that is not easy since Warbirds often stay cloaked.Having something there is not a requirement to just come in shooting.

Cost is the main one. Look at the few scenes when they did fight. Ships tended to be static, with only a few phaser shots being shown.evilcat4000 wrote:A related question why was not there any fleet battles in TNG ?
