Either that or this is yet another piece of evidence that TPTs are simply a funky technobabble weapon that only works against the borg and nobody else.

Or the shuttle may simply not be armed with them and she only brought plans. However I think its far more likely they work only against the Borg, especially given the references to developing them specifically for that. A simple brute force weapon wouldn't have helped Voyager, since it would still need to produce the energy to supply the warheads.

Maybe I was wrong. TPTs may only work against the Borg since the future Janeway specificaly mentioned that she had brought weapons for use against the Borg. Or they maybe like Tri-Cobalt torpedoes. Very powerful but too unmaneuverable to hit anything smaller than a Borg Cube.

The shuttle did have some. I was correct. It maybe possible that the shuttles torpedo launchers were not configured to fire transphasic torpedoes since they are a rare and advanced type of torpedoes.
