As long as pilgrims are still allowed to view Mekha from space as has been traditional since the irradiation then the Caliph has no objections to this. No human has set foot on Earth in centuries, and few ships have passed through but to gaze longingly at the Ka'ba and reflect on the dead Earth.

He cannot, however, commit military forces at this time.

Success in Kidnapping Investigation

The police have announced the arrests of several major traders in the first success of the campaign against the kidnappers of Scythian youths. Those merchants which were involved in the transport of the victims, and those who purchased them directly from the above party will be extradited to the Federation of Shadow. The persons acting as middlemen are being examined by the courts to determine what measure of guilt they share. Some of the kidnapped Scythians have been located and will be returned to the Federation; the property of the guilty parties will be confiscated and given to the families of the victims as compensation.

The police have cautioned that the investigation is far from over despite this success, and they warn that the trade volume of the Samarkand market is such that it will be months or even years before all the guilty parties have been rooted out.

Janissaries Create Complications in Investigation

One major problem facing the police is that some of the kidnapped children have turned up in the janissaries. A number of wealthy families presented the slaves as their children and turned them over to the janissaries in order to escape that year's tax burden. Though the children have been located, and the guilty families heavily fined for their deception, the new slave-soldiers have declined to leave.

"This is my family now. Why would I wish to return to the one which I ran from in the first place? I am learning about Allah, and next week they will begin to teach me the use of firearms. My life had no purpose before, now I can defend Dar al'Islam," said one subject.

The Janissaries have refused to turn the children over to the police, and have furiously deflected allegations that they knowingly accepted the Scythian children, either in the interest of examining the performance of the human subspecies or to assist the aforementioned wealthy families.

The Federation is glad that the Caliph's swift crackdown has brought results. However all children must be returned without delay. None could be older then age 14 at this point in time and are thus minors. They must be returned to there rightful guardians. There can be no compromise on this issue. Furthermore it is absurd that the receiving parties could not know the children where indeed Scythian, as the normal Scythian body temperature of 101.5 degrees would be incapacitating for a human child.

That they were, and commited against our children, in our space as well, considering that Fel' Theth have been found in their cargo ships.

Our law however makes it necessary for them to go through the Indictment process. To make sure we have sufficient evidence. They are our citizens and we wish to be sure we have arrested the correct individuals before we ship them off to certain death.

We will build a full and complete case against them, supeona(sp) witnesses, and ship them off in less than a week.

However, we insist that they be represented in your courts, and that an equal proportion of Fel' Theth are in the jury...to make sure they get at least a shadow of a fair trial.

The Caliph apologizes for the problem, but the matter is perhaps more delicate than those that your own governmental authorities experience when dealing with your forces. The Janissaries wield considerable influence, rivalling even that of the merchant guilds and mullahs. The Caliph has secured the return of twenty of your young citizens; no more are to be found, and the Janissary records indicate that only twenty were recruited.

It appears quite possible that the Janissary recruiters were aware of the quasi-human status of the Scythian children but accepted them nonetheless. The Caliph is looking into the matter. The Federation will be kept advised.

Very well you have seven days to hand them over. Modifying the jury pool to include 50% Fel' Theth is an absurd and illegal request. You speak so highly of following the law and then ask us to violate our own?

There are six major sentient species in the Federation and members of several other species that are citizens. It is from this pool that jurors will be selected randomly.

We apologize...had they fled from from your territory and merely hid in ours it would be a different matter, but they conducted their business on our homeworld as well, and are our citizens.

So long as all are returned swiftly the Federation is willing to leave the investigation and prosecution of these Janissary recruiters in the hands of Caliph. Unlike some star nations yours we believe can do a competent job of it.

However any of the salve traders and haulers that are captured must be extradited to Federation courts.

All of those directly involved in the business of moving, 'laundering,' and dumping the Scythians onto the market which have been located are being loaded onto a transport bound for your space. The customs authorities who were bribed to turn a blind eye to the transfers are a private matter, though it may please you to know that they have each had one eye put out in addition to imprisonment and loss of employment.

The merchants whose hands your citizens passed through are a more difficult matter though they all bear a share of the responsibility (for, as you said, they could easily detect that their purchases were Scythian).

We understand that you currently have a demand open for extradited pirates and terrorists. That is quite a coincidence as we are in posession of a large quantity of this item, some of them possibly even connected to events taking place in Federation territory. At the same time we are currently in demand of fresh bio materials. The Justice Department has agreed to extradite all pirates and terrorists apprehended in our corner of the sector and in exchange we would like you to ship us the corpses of all personel that are extradited to the Federation and then tried and executed by your state. We feel that this deal will be mutually beneficial as it will send a strong word to pirates that this kind of behaviour is not to be tolerated and it will mean less mess for you to clean up afterwards.

Our only condition is that the bodies are packed in ice no more then 6 hours after termination and that their muscle tissue is at least 70% intact. Any physiological data you could send with any non-human corpses would be most appreciated.

Only after intense interrorgation of suspected pirates has there been a yield of information that many that have connections to the Federation cluster. We can deal with them ourselves if you do not wish to receive them, we are however happy to send them your way, all that we ask is that they are returned to us when you are done with them, either supplied with enough rations for the journey or packed in ice depending on condition.

Sixteen of the seventeen suspects are on transport ships under escort, and are in transit to your space. We have not been able to build a proper case against the last one and he will be released. However, we have a court order to tap his communications, and h will be... watched. This was, if he returns to his alledged criminal activities, we will be able to build a strong case.

We hope ths does not hinder your crckdown on these slaver scum.

This is acceptable of course. Pilgrims, mourners, and whathaveyou are certainly permitted, but the JEDF will not allow anyone to land on or capitalize off of any planet or Luna. Other moons are subject to debate with CinCJEDF.

The hired killer walked calmy out the alley, evading the surveillance teams shadowing his victim. It was actually a rather curious feeling, a just killing for once. And it had paid remarkably well.

Fel' Theth lept from the trees, their camouflage keeping them from being seen. They flicked their toungs back and forth, bringing scent molecules into their jackobsens organ

" I have a scent, leading... southwest, in persuit"

Other Fel' Theth picked up the scent, and traveled at a backbeaking pace in a zigzag patterna long the trial, they moved nearly silently through the trees until they caught up with the owner of the scent trail.

" I've got him"

Officer Nelfim lept on the back of the killer, injecting him with his neurotoxin. The man fell to the ground asleep.

" It seems he made a bit of a blunder not discarding his murder weapon" Nelfim sad as his gloved hand picked up a bloody knife.

"Take him back to the station, we will see who he was working for...not like we even need to ask..."
