While the Monarchist and the Progressives are likely to send a delegation to the capitalists assembly.
The Emperor remains above all politics, though he holds onto a nice mailed iron fist.

I suppose there will have to be a representative from Brazil, if he can get into the country that is, I'm not sure how many countries I have diplomatic relations with to be honest.

Tuscany's official envoy will be at the capitalist conference at Chilitina, while a certain Benito M. will be present at the communist event at The Hague.

Some terms and conditions may apply wrote:- Partners will assist in canal construction with engineers and/or monetary contributions.
- Partners will file affidavits stating the general cargo of ships.
- Partners will help sharing the maintenance costs. (Comment: Columbia will use tariffs to cover some of the costs and will, of course, pay some portion of them itself)
In return, Columbia offers the following guarantees:
- Partners will be allowed to use the canal, unless they go to war with Columbia or an ally of Columbia.
- Vessels belonging to a partner nation will not be searched prior to entering the canal.
- A "canal board" will be convened at least annually to discuss and vote on issues pertaining to the canal. Each partner recieves one vote. Columbia also recieves one vote.
- If a nation is at war with a partner, it may not use the canal unless it is also a partner nation.
- Columbia will set aside a new territorial zone as "canal lands", over which the "canal board" will be allowed to have jurisdiction.

Cascadia is still a participant in the project. Also, I'm kind of assuming it's in service by 1914 as historical, does that disrupt your timetable?

Tuscany is still interested as the sucessor state to Italy (if the Canal became operational before 1917/18).
I don't think it would affect the Italo-Austro-German war. The first two are shareholders, thus both could use it (the Canal itself should be declared a neutral zone in all disputes). The no use during war-clause is only relevant for warships and auxiliaries, not for merchant shipping ?

This conference of mine is getting plenty of interest. I figure we'll kick it off over the weekend?
On another note my "any assistance we can" offer to Germany includes warships if necessary.

Raj, I don't know if someone's spreading disinformation in Chilitina, but the Mongolian Commies aren't making their own international conference, they're assembling a delegation to send to the Commie conference in the Hague.
Although, we can easily rationalize it as the Mongolian Marxist Party is having its own conference to decide on what it is going to do and who it is going to send to the Hague.

Seeing as he didn't die of natural causes in OTL, he could still be alive and well in my Mongolia, so, it is well possible. I'm going to have decide on it, though, he's probably still part of the army so he might not be eligible.
Choibalsan might be a viable candidate for sending to the Hague, though. I'll have to think on it. Luckily, I have a couple of weeks to decide on my delegation.

What about me? I've been sick the past week or so, I still have some writer's block, and I have no clue on how to make a proper OOB. The latter two are the greatest obstacles barring my official entry into the game.

Actually, after reviewing the ruleset again, I think I now have a good idea on how to actually raise my army, which was the source of most of my problems. I'll just calculate how many people are in my mobilization pool, determine how many of them are actually in the army, and see how many divisions I can raise from that; that is how it works, right?

Yeah. Calculate mobilization pool, use Army Focus to calculate total Army strength as percentage of that, then use SML to calculate how much of your Army consists of Active units and how much are reservists for mobilization.
