Phaser Lance is not the proper term. That is a fan creation. We know the Federation uses phasers and the weapon is best described as a Phaser Cannon or Heavy Phaser Cannon.
We know next to nothing about it other then it being very powerful and seemingly passing right through enemy shields. It can penetrate through most sections of the Klingon ship, but several shots were indeed stopped.
