Genetronic duplication = lost tech ?

I remember a late DS9 episode in which Bashir asked Odo for a sample of "goo" so that he could create "shapeshifter" organs...

Now IIRC the genetronic duplicator ( TNG "Ethics" ) did exactly this : could it be that the technology was deemed inherently unsafe ( after all, Worf nearly died in surgery with this method, and survived only due to his Klingon biological backup structure ( or brak'lul ) ) or simply it wasn't fully developped during the Dominion War ?

Genetronic duplicator were quite large structures with unkown power requiremnts thye were proberly to bulky or power hungry for battlefield use.

Genetronic duplicator seems like a useful tech since it can create organs.
