Voyager and Cloaking devices

Voyager and Cloaking devices
I was reading the post on a Warbird in the Delta Quadrant and ask a question. Why the hell did not the crew of Voyager make the ship a cloaking device. They seem to known how to and would increase safety greatly. They are too far away from Federation space to worry about the treaty with Romulans and could just destroy it when they get close to home.

I am sure Janeway would have come up with some bullshit excuse about how not only does it violate the Treaty of Algeron(even though it really wouldn't), but about how it would interfere with their mission of exploration to seek out new life and new civiliazations etc, etc... how that if they secluded themselves with a cloak they could not carry on the mission of Starfleet, which she placed above the wellbeing of her crew countless times.

I will make a point that they used a poor mans cloaking device in VOY Dark Frontier, that shielded them from Borg sensor technology.
I frigen also asked many times why the frag Janeway never built a cloaking device. To HELL with the treaty. Hell, I'm sure once they contacted the AQ, Janeway could easily have asked the Federation to talk to the Romulans.
They could have quite easily negotiated a special dispensation for Voyager using a cloaking device in exchange for the massive amount of data they collected in the DQ, I'm rather sure.
Though it would have been the most useful in early Voyager, when they were under constent attack from the Kazon and such. A cloaking device, especialy after Seska left the ship, would have been a rather useful thing.

2) The only problem i can see is how would they know how to build a cloaking device? In ds9 the could just duplicate the on the defiant. But Voyager they had no one to base it off. It wouldn't suprise me if starfleet didn't but replicator patterns for cloaking devicce into their replicators.

There is the possibility that what you is true. My arguments against this is the more advanced claoking device tthe Federation created indicates that the technology is fairly well understood, they know how to detect ships with older cloaking devices without any problems. That would indicate that the technology is fairly well understood. As well, the Maquis had purchased cloaking devices from the Romulans and they woudl have studied them..or at least I would have. I could accept that they did not have one instantly but I think they could have designed one.
