Considering how often dangerous aliens are encountered in the general neighbourhood of Sol system in Enterprise and TOS, convincing Humankind that becoming aggressive, "get them before they get us", is perferable to being conquered by any number of threats to Humanity.

Course they really wouldn't be the Federation then. IMHO, the Trek Federation's mindset isn't supportive of the changes to act as you suggest Dark Primus. Not in any way shape or form. Pretty much the entire structure would have to be reworked. Having a capable military means that at least the military portion of your population THINK they are military rather than try to argue the contrary beacuse they have been indoctrinated by top down propaganda from birth.

I'm actually writing (or trying to) ST fanfic where the Feds never turned into the TNG era pussies. I mean, they invade and annex the Klingon Empire in the in the first two chapters.
